The non-Express Entry skilled worker nomination route — the primary path for international workers already in NL on a work permit whose Express Entry CRS score is too low to draw directly. Also available to outside-Canada applicants with a confirmed NL job offer. Operates under the EOI system. Employer must hold or obtain a Job Vacancy Assessment unless the worker is already on a valid federal authorization. Important option for TEER 4/5 roles that wouldn't otherwise qualify under Express Entry. Competing pathway to the AIP Worker route — employers often pick based on designation status vs JVA timeline.
