The only NLPNP stream that does not strictly require a NL job offer — targets foreign nationals with advanced degrees or specialist experience in priority sectors (ocean tech especially relevant given NL's marine cluster). Launched January 2, 2021. For NL-based employers in health, ICT, aquaculture, this is often the most efficient way to recruit senior talent from abroad since the candidate can be nominated based on skills alone, then hired on arrival. Priority sectors align tightly with NL's economic strategy (oceans, digital health, food production).
